Project Executive Summary

AIDE Private Limited designed and executed a multi-layered forecast-based anticipatory action program commissioned by UNICEF and DPHE across 17 upazilas in 5 coastal districts (Satkhira, Barguna, Patuakhali, Bhola, Noakhali). The initiative pre-positioned WASH relief packages for 150,000 beneficiaries (30,000 families) and trained 676 DPHE staff, mechanics, and union volunteers in Early Action Plans (EAPs).

Context & Core Sector Challenges

The coastal districts of Satkhira, Barguna, Patuakhali, Bhola, and Noakhali face extreme exposure to cyclones and storm surges. Disruptions to tubewells and latrines heighten waterborne disease risks, requiring pre-positioned supplies and costed Early Action Plans before landfall.

High Exposure to Cyclones

  • Coastal districts face extreme cyclones (Sidr, Aila, Amphan, Mocha) & storm surges.
  • Saline intrusion & low-lying topography leave millions without safe drinking water.

Disruption of WASH Services

  • Tubewells inundated and latrines collapsed, risking severe diarrhea & cholera outbreaks.
  • Compromised hygiene practices due to lack of clean water & menstrual hygiene kits.

Institutional Capacity Gaps

  • Local DPHE staff lacked standardized Early Action Plans (EAPs) & costed activation lists.
  • Limited integration of forecast-based triggers into WASH preparedness planning.

Data & Monitoring Deficits

  • Absence of real-time monitoring tools hindered rapid pre-landfall decision making.
  • Shelter conditions & water points were poorly documented prior to cyclone warnings.

Strategic Coordination & Relief Packages

High-level DPHE-UNICEF coordination established scope across 17 upazilas in 5 coastal districts, targeting 150,000 beneficiaries (30,000 families).

Key Implementation Highlights

1

Standardized family relief package: 2 jerry cans, 1 hygiene kit (with menstrual materials), 50 water purification tablets.

2

Calculated volunteer needs: 2 assessment volunteers per union and 1 distribution volunteer per 100 jerry cans.

3

Clarified operational roles across central, district, and upazila levels for seamless accountability.

Key Results & Development Alignment

Strengthening institutional capacity, scaling long-term emergency response protocols, and advancing international Sustainable Development Goals.

Institutional & Technical Impact

  • Pre-positioned relief packages for 30,000 families (150,000 people) prior to cyclone landfall.
  • Trained 676 DPHE staff, mechanics, and volunteers in 72-36 hour forecast-based trigger activation.
  • Institutionalized Kobo Toolbox data collection app for pre-crisis baseline and rapid post-trigger reporting.

Global SDG Alignment

  • SDG 6 (Clean Water & Sanitation): Ensures resilient, safely managed water and sanitation infrastructure during disasters.
  • SDG 13 (Climate Action): Integrates DRR and forecast-based anticipatory action into national engineering guidelines.
  • Humanitarian-Nexus: Bridges rapid emergency response with long-term climate resilience building.
