Project Executive Summary
AIDE Private Limited developed and executed a comprehensive flood anticipatory action preparedness framework commissioned by UNICEF and DPHE across 28 upazilas in 7 river basin districts (Jamuna & Padma Basins). The initiative created 6 practical operational templates, trained 36 DPHE engineers and 300+ community volunteers, and pre-positioned WASH relief for 89,000 vulnerable residents prior to flood landfall.
Context & Core Sector Challenges
Bangladesh’s river basins (Jamuna and Padma) experience annual monsoon floods that inundate vast areas. In 2024 alone, over 321,000 water points and 528,000 latrines were damaged or destroyed, highlighting the urgency of moving from reactive relief to forecast-based early action.
Recurring Flood Vulnerability
- Jamuna & Padma river basins inundate vast agricultural and residential areas annually.
- In 2024, 321,888 water points and 528,139 latrines were destroyed or contaminated.
Reactive Response Tradition
- Historically, WASH relief was mobilized after floodwaters rose, causing critical delays.
- Absence of pre-positioned supplies and standardized distance matrices slowed delivery.
Logistical & Operational Constraints
- Flood zones required multi-modal transport (truck, van, boat, manual carriage).
- Engineers lacked standardized cost estimation procedures & volunteer selection criteria.
Data & Awareness Deficits
- Incomplete pre-crisis WASH baseline data hindered rapid priority targeting.
- Communities lacked awareness on proper use of purification tablets & hygiene kits during floods.
The AIDE Solution & Interventions

Standardized Technical & Operational Guidelines
Produced a complete set of standardized technical guidelines tailored to flood contexts across river basin districts.
Key Implementation Highlights
Orientation training modules for upazila officials & ToT manuals for volunteer leaders.
Flood-specific IEC awareness materials (leaflets, banners, microphone scripts, cable TV ads).
Standardized cost estimation procedures for WASH supplies, MWTP operation, and multi-modal logistics.
Participant Representation
Core operational workforce trained across 28 target locations (336 Total Participants)
Key Results & Development Alignment
Strengthening institutional capacity, scaling long-term emergency response protocols, and advancing international Sustainable Development Goals.
Institutional & Technical Impact
- Rolled out 6 standardized operational templates (distance matrix, storage points, cost estimation) across 7 flood districts.
- Trained 36 DPHE engineers and 300+ union volunteers in multi-modal logistics and flood preparedness.
- Established Mobile Water Treatment Plant (MWTP) deployment cost structures and multi-modal transport matrices.
Global SDG Alignment
- SDG 6 (Clean Water & Sanitation): Ensures resilient, safely managed water and sanitation infrastructure during disasters.
- SDG 13 (Climate Action): Integrates DRR and forecast-based anticipatory action into national engineering guidelines.
- Humanitarian-Nexus: Bridges rapid emergency response with long-term climate resilience building.
